Director of Quality Management (Full-time) (Lake View Terrace,
CA)Salary: $110,000- $130,000 AnnuallyThe Director of Quality
Management is responsible for the Agency wide Quality Management
and Quality Improvement activities. Responsible for the oversight
of the delivery of training related to evidenced based practices as
well as responsible for ensuring the program activities comply with
contracts, accreditation standards, licensing requirements,
regulations and Phoenix House policies and procedures. S/He will
oversee the quality assurance of all program contracts for
compliance, reporting requirements and is the lead in implementing
new programs. S/He will ensure oversight over training and
technical assistance to all Phoenix Houses of California programs
located throughout California. Reporting to the Vice President,
Clinical Director and working in close collaboration with Phoenix
House Program Directors, the Quality Management Director provides
oversight, support, and training agency wide. This candidate
oversees the Privacy Officer, Clinical Trainer, DEI (Diversity,
Equity & Inclusion) QA Clinician, and QA clinicians and specialists
that support programs. The Quality Management Director takes the
lead with activities involved in providing and maintaining
professional, culturally competent, clinically proficient,
compassionate, trauma informed, gender responsive environments
through the delivery of professional mental health and substance
abuse counseling. The Quality Management Director is also
responsible for overseeing the development of program training
plans, developing training curriculum, and leading a committee of
trainers to carry out trainings to meet programmatic, DMC, DMH,
CARF, and DHCS standards. This Director also leads the Quality
Improvement Committee to ensure the use of data to inform programs
improvement projects.ESSENTIAL DUTIES AND RESPONSIBILITIES
- Performs supervisory duties including recruitment,
interviewing, hiring, training, develop and evaluating department
staff; manages performance, conducts performance appraisals,
conducts regular supervisory meetings, and recommends salary
- Oversee, lead, and manage the internal and external audit
process, reporting the outcomes of external audits to Senior
Leadership and others as needed
- Adapt and manage the audit process over time to best meet
agency needs with regards to any changes in regulation (DHCS, DMH,
DCFS, and CARF) and contracts.
- Oversees organization of records for visits and audits; reviews
and corrects audit instruments; and prepares audit reports as
needed. Acts as primary contact for DMH, DCFS, SAPC, HCA, DHCS, and
CCL personnel relative to audits.
- Maintains working knowledge of contracts, program standards and
policies as developed by Phoenix House and other governing bodies;
develops personal and professional knowledge by attending
educational workshops, reviewing professional publications,
establishing personal networks, benchmarking state-of-the art
practices, and participating in in-service programs.
- Takes the lead in, recommends and assists in writing policies
and procedures to facilitate communication and adequate information
flow to improve quality assurance and compliance issues.
- Ensures all agency staff complies with the legal mandates of
HIPAA for client confidentiality and release of information.
- Leads the process for internal chart reviews, assesses and
analyzes deficiencies in client records and identifies trends in
deficiencies, develops and assists Program Directors in
implementing corrective action measures and methods for improving
the maintenance of clinical records.
- Ensures QA staff participation in Service Area Q/C meetings
sponsored by DMH; informs appropriate Agency personnel regarding
updates and issues; assists staff in preparing for and presenting a
case annually.
- Provides the training or Oversees the Training QA staff that
provides trainings to all programs and to the community that will
help meet training standards set forth by our contractors and
accreditation bodies.
- Facilitates a culture of continuous learning and development at
the individual, team, and organizational levels by delivering
relevant clinical training throughout the region which will enhance
people, processes, and performance to help Phoenix House to achieve
its clinical priorities, enhance clinical competency, and maintain
its competitive advantage.
- Leads the planning, developing, and conducting of regional and
program training and related activities, including the development
of training plans and the execution of said training plans.
- Participates as a member of the Senior Leadership Team,
participates in the weekly Senior Leadership Team meetings, and
Expanded Senior Leadership Team.
- As part of training plan development, oversees the
establishment and management of the scheduling of trainings for
each program throughout the year.
- Supports the clinical trainer and participates in the classroom
delivery of, but not limited to, evidenced based practices,
clinical training, including Therapeutic Interventions, Assessment
Methods, Trauma-Informed Services, and Crisis Management.
- Works with Program Directors to schedule and deliver classroom
and other live training in accordance with an annual training plan
and spontaneous assignments based on immediate need.
- Works at the direction of the Vice President, Clinical Director
to assure proper utilization of the Phoenix House learning
management system (Relias). This includes, but it not limited to,
managing employee training plans, communicating with directors on
implementation of Relias training plans, communicating with
Directors on employees that are not meeting minimum training
requirements.
- Assists program directors, supervisors, and staff in the
completion of Relias assignments.
- Works with program directors and their staffs to assure
mandated training programs are delivered in coordination with
established standards.
- Reviews and submits monthly county reports for all Clinical
contracts.
- Welligent & Exym oversight/assistance, implementation of forms,
overview of processes, extraction of data, and data reporting.
- Participate and attend monthly county/contract provider
meetings as applicable and disperse information to the agency and
QA team and programs.
- Take the lead to compile and complete reports and data as
needed upon request and to support the billing team.
- Assist with authorization/appeal issues as needed
- Ensure all CARF accreditation standards are being met across
programs
- Perform other duties as assigned by supervisor.SUPERVISORY
RESPONSIBILITIESThe incumbent in this position has supervisory
responsibilities over QA Clinicians and QA
Specialists.EDUCATION/EXPERIENCE/CREDENTIALS
- Masters Degree in the Human Services Field is Required
- 2 years post licensure with the BBS either as an LCSW, or LMFT
preferred.
- 1 year experience in training/curriculum development preferred
not required.
- 2 years Previous Experience in DHCS, DMH, DMC documentation
oversight.
- Has previous experience and an understanding of the Quality
Assurance and Quality Improvement process with DHCS, DMH and DMC
programs
- Has experience overseeing, creating or delivering EBP
trainings
- Must maintain a valid California Drivers' License, have proof
of automobile insurance, and maintain a safe driving record based
